A trade is an independent and continuous performance of approved economic activities by natural persons with the aim of achieving profit through production, turnover or providing services on the market (definition according to the Trades and Crafts Act). As an exception, a corporation that performs one of the said activities can be involved in a trade, albeit under the condition that this does not involve any kind of industrial activity.

There are three kinds of trades and crafts:
1. Free trades and crafts - no vocational qualification or master’s exam is required
2. Associated trades and crafts - vocational qualification or a master’s exam is required
3. Privileged trades and crafts - can be performed only on the basis of a privilege issued by the Ministry in charge

OF TRADES AND CRAFTS

July 1st, 1994 was the date of the Refounding Assembly of the Croatian Chamber of Trades and Crafts. The headquarters of the Croatian Chamber of Trades and Crafts are in Zagreb, Ilica 49, in the building of the Headquarters of Croatian Tradesmen and Craftsmen, which was built by
Croatian tradesmen and craftsmen in 1939.
• The Croatian Chamber of Trades and Crafts is an independent professional business organization of tradesmen and craftsmen, founded with the aim of promoting, coordinating and representing the joint interests of tradesmanship and craftsmanship.
• The Croatian Chamber of Trades and Crafts represents tradesmen and craftsmen before the state and
other authorities in Croatia and abroad.
• The Croatian Chamber of Trades and Crafts is a legal entity.
• The Croatian Chamber of Trades and Crafts has public authorities.
• The members of the Croatian Chamber of Trades and Crafts are tradesman and craftsmen who perform a trade on the territory of the Republic of Croatia.
• Membership in the Croatian Chamber of Trades and Crafts is mandatory.
• County chambers are joined in the Croatian Chamber of Trades and Crafts.

TASKS

The tasks of the Croatian Chamber of Trades and Crafts are the following: promoting trades and crafts, representing tradesmen and craftsmen’s interests before state authorities and in the forming of economic policies, providing state authorities with opinions and suggestions when passing regulations concerning trades and crafts, founding commissions for apprentice and master’s exams, tradesmen and craftsmen’s activities, founding of the arbitration council, keeping a register of tradesmen and craftsmen, keeping a register of apprenticeship contracts, assisting tradesmen and craftsmen in establishing and operating a trade/craft business, performance of other tasks stipulated by the law and legislative documents of the Croatian Chamber of Trades and Crafts.

BODIES OF THE CHAMBER

The Bodies of the Chamber are the following: Assembly, Steering Committee, Supervisory Committee, President of the Chamber, Presiding Committee.
ASSEMBLY
The Assembly is the highest body of the Chamber, and it consists of the Chamber’s members. The Assembly passes the Statute of the Chamber, the annual budget and other legislative documents. The Assembly also appoints and dismisses the President of the Chamber, the Steering Committee, the Supervisory Committee and other working bodies of the Assembly. The representatives for the Assembly are chosen by the County Chambers in accordance with the principle of quantitative, vocational and territorial representation of the members.
STEERING COMMITTEE
Members of the Steering Committee are the presidents of the County Chambers by virtue of their position, and an additional three members are appointed by the Assembly at the proposal of the Chamber’s President. Sessions of the Steering Committee are convened and chaired by the
President of the Chamber, who is devoid of decision making power.
SUPERVISORY COMMITTEE
The Supervisory Committee is appointed by the Assembly of the Croatian Chamber of Trades and Crafts. The same person cannot be a member of both the Steering and Supervisory Committee at the same time.

PRESIDENT

The President is appointed and dismissed by the Assembly. He is chosen among the Chamber’s members. The President chairs the sessions of the Assembly and the Steering Committee.
He represents the Croatian Chamber of Trades and Crafts before the Croatian Parliament, the Government of the Republic of Croatia, and other authorities, chambers, organizations and institutions in Croatia and abroad.

ADVISORY BODIES OF THE CHAMBER

VICE-PRESIDENTS
The Assembly appoints and dismisses four vice-presidents, at the proposal of the President.
The vice-presidents assist the President in the performance of his duties.
PRESIDING COMMITTEE
Presiding Committee is an advisory body of the Chamber, which consists of the President, four vice-presidents and the General Secretary of the Croatian Chamber of Trades and Crafts.
BOARDS
The Steering Committee establishes permanent boards with the aim of supporting the professional work of the Chamber. The boards discuss proposals and incentives for trade and SME development. The boards consist of a president, vice-president and five members. The boards of the Croatian Chamber of Trades and Crafts are the following: Board for the Economy, Board for Vocational Education, Board for Trade Fairs and Other Promotional Activities, Information Board, Board for Financial and Budgetary Issues, Board for the Chamber System and the Statute, Board for the Issues of Retired Tradesmen and Craftsmen, and the Chamber Award Commission.

ACTIVITY

In order to coordinate and address professional issues dealing with their respective branches of the economy, tradesmen and craftsmen organize into sections and guilds — professional organizations at the level of tradesmen associations, county chambers and at the national level of the Croatian Chamber of Trades and Crafts. Forms of professional activity in tradesmen associations, county chambers and the Croatian Chamber of Trades and Crafts are the following:
* sections — at the level of tradesmen associations (UO)
* guilds — at the level of county chambers (POKs)
* guilds at the level of the Croatian Chamber of Trades and Crafts (HOK)

Membership in sections and guilds is a voluntary option. This from of professional activity pursues the goal of promoting and improving the activities and coordinating the interests of the Chamber’s members who work in the same or similar line of trade/craft.
The Croatian Chamber of Trades and Crafts has by-laws that regulate the activity of guilds.

Guilds of the Croatian Chamber of Trades and Crafts:

  • Production guild
  • Guild for economically oriented intellectual services and other services
  • Catering and tourism guild
  • Commerce guild
  • Transport guild
  • Guild for fishing, aquaculture and agriculture
  • Hairdressers’ and beauticians’ guild

The guilds of the Croatian Chamber of Trades and Crafts coordinate the activities of the respective guilds at the level of county chambers with the aim of solving or introducing specific issues of common interest at the Chamber level. The decision on founding a new guild at the level of the national Chamber is approved by the Assembly, at the proposal of the Steering Committee. The task of the guilds of the Croatian Chamber of Trades and Crafts is promoting and improving the activities, and coordinating and representing the interests of Chamber members who work in the same line of trade. The guilds of the Croatian Chamber of Trades and Crafts appoint a president, vice-president and five members. All conclusions, objections, opinions, proposals and other decisions of the guilds at the national level are submitted to the president of the Chamber and the Steering Committee for further action.

Sections
Within guilds, it is possible to organize sections in order to coordinate and solve specific problems of individual trades and crafts belonging to a single guild (the textile, leather and fur section, the bakers’ section, the construction workers’ section, the photograph).

The Office of the President and the Chamber Office

Carry out professional, administrative, assistant and other work of the Chamber. The office of the President is managed by the General Secretary of the Chamber. The Office of the President obtains, coordinates and analyses data, information and other documents for the President and other Chamber bodies and for the General Secretary. It coordinates the work of the whole Chamber System and organizes and coordinates the work of the Chamber bodies; coordinates organizational activities whitin the Chamber system. The Office of the President cooperates directly with state authorities; gives proposal and positions on regulations in preparation or adoption process, initiates amendments and adoption of appropriate regulations and issues public documents. In addition, the Office of the President carries out cooperation activities and activities of harmonizing the economic, legal and other systems with EU, cooperates with representatives of foregin countries and international associations, chambers at home and abroad and with Croatian emigrants’ business organizations.

The Croatian Chamber of Trades and Crafts has a General Secretary and a Secretary of the Chamber Office. They are appointed and dismissed by the Steering Committee at the proposal of the President of the Chamber. The General Secretary is also a member of the Presiding Committee of the Croatian Chamber of Trades and Crafts. The General Secretary coordinates the work of the whole Chamber System, organizes and harmonizes the work of the Chamber bodies, organizes cooperation with state government and authorities, other chambers at home and abroad and international institutions and associations. The Secretary of the Chamber Office manages the work of the Chamber Office and is responsible for the implementation of the Chamber’s work program and annual budget, the implementation of the resolutions, conclusions and other legislative documents of the Chamber bodies. The Secretary of the Chamber Office also provides for the coordination of work between the Chamber Office of the Croatian Chamber of Trades, county chambers and tradesmen associations.
